This Petition was the basis for our website, but since we discovered HB25-1117, we have moved on to support that bill, and encourage you to do the same. It's good for Colorado!

We, the undersigned residents of Colorado, respectfully call on our state legislators to extend the protections of the Colorado Towing Bill of Rights (HB22-1314) to cover predatory vehicle booting practices that are harming our most vulnerable residents. We advocate for the following policy changes:

1. Property Management Accountability
  • Require property managers to implement and oversee fair parking enforcement policies

  • Prohibit property managers from outsourcing enforcement without maintaining direct oversight

  • Hold property owners legally responsible for ensuring contractors follow due process standards

  • Mandate that property management maintain records of all enforcement actions

  • Require property management to provide residents a clear point of contact for disputes

2. Prior Notice Requirement
  • Prohibit immediate booting without a documented warning period of at least 72 hours

  • Require photographic evidence of the alleged violation before any enforcement

  • Mandate visible warning stickers with clear information on how to resolve the issue

3. Due Process and Dispute Resolution
  • Establish a formal appeal process for residents who believe they've been wrongfully booted

  • Require 24/7 human response for boot removal and dispute resolution

  • Create a state-level oversight mechanism to investigate and address complaints

4. Transparent Communication
  • Mandate clear signage about parking rules in all residential communities

  • Require all enforcement entities to maintain accessible phone lines with live operators

  • Prohibit email-only or voicemail-only communication systems for enforcement companies

5. Contractor Structure Reform
  • Ban multi-layered contracting schemes designed to obscure responsibility

  • Require direct contracts between property management and enforcement entities

  • Prohibit enforcement contractors from further subcontracting services

  • Require all booting companies to be licensed, insured, and registered with the state

6. Financial Fairness
  • Cap booting fees at a reasonable amount proportionate to actual costs

  • Require multiple payment options, including payment plans for those on fixed incomes

  • Prohibit threats of eviction related to parking disputes without due process
